Voting with Tyus were eight of the board's 11 black aldermen. All 16 white aldermen present voted with Villa. The 1990 census reported that the city was 50.9 percent white and 47.5 percent black.

Eleven of the 28 aldermen are black, and many of them have said the wards should be redrawn to make it likely for 14 blacks to be elected. A map that Villa proposed on Nov. 8 would keep all 28 aldermen within their wards. The special new committee is to consider Villa's proposal and any amendments or other ideas and report a plan to the full board. The aldermen have until Jan.

1 to redraw their boundaries to reflect population shifts and changes. Villa said he would announce appointments to the special committee next Tuesday. Tyus is among several black aldermen who believe that a court will end up drawing a new ward map for the city. Clara Rosenthal; Social Worker, Family-Life Education Pioneer Clara K. Rosenthal, a retired social worker who was a pioneer in familylife education, died Wednesday (Nov.

6, 1991) at Delmar Gardens-West nursing center in Chesterfield after a long illness. She was 78. Mrs. Rosenthal spent more than 30 years at Jewish Family and Children's Service of St. Louis, where she was founder and director of the Family Life Education program, which pro-' vides education and counseling to address social problems.

She retired in 1978. She was a member of the Academy of Certified Social Workers. In 1974, Mrs. Rosenthal received the Fred A. Goldstein Memorial Service Award as the outstanding professional worker in the field of Jewish communal service.

She was cited as the professional social worker who Ward Fight On Borders To Be Long Redistricting At Issue By Tim O'Neil Of the Post-Dispatch Staff A long aldermanic ruckus Friday over an early step in drawing new ward boundaries for St. Louis offered a hint of the troubles ahead in that sticky political chore. The Board of Aldermen voted Friday to let Aldermanic President Thomas A. Villa appoint a special redistricting committee. But before that happened, the board "voted 18-8 against an amendment that some aldermen considered an attack con Villa.

Alderman Sharon Tyus, D-20th Ward, tried to amend the resolution on the special committee to say specifically that other aldermen could offer their own ward-mapping plans. That already is the case under aldermanic rules, and several members called her addition unnecessary. "What we are doing here is making something out of nothing," said Alderman Francis Slay, D-23rd Ward and chairman of the Rules Committee. "If we're going to start the process like this, we're all trouble." But Tyus and Alderman Freeman Bosley D-3rd Ward, said adding her amendment would reassure them. "Redistricting makes for very nervous times," Bosley said.

Added Tyus to Villa, borrowing from Shakespeare: "Methinks thou doth protest too much." Alderman Fred Wessels D-13th Ward, called their effort "an insult to the integrity of the aldermanic president. He doesn't deserve that." Villa said Tyus' idea "doesn't make any sense," adding that any alderman can try to amend bills in debate. LOUIS POST- DISPATCH SATURDAY, NOVEMBER 9, 1991 Officials Overactive, Villa Tells GOP Club By Fred W.

Lindecke Missouri Political Correspondent Thomas A. Villa, president of the Board of Aldermen, says that one reason politicians and government officials "are held in low esteem is because we try to do too much." Villa, a Democrat, said in a speech to the St. Louis County Pachyderms, a Republican club, that "government is just kind of overwhelmed." The Pachyderm lunch was at the Tropicana Bowling Alley in Richmond Heights. Villa, a candidate for mayor of St. Louis in 1993, called for a re-evaluation of government services "to try to strike some happy medium between helping those who can't help themselves and helping those who can." Cities such as St.

Louis face declining tax bases, aging and poor populations, drugs, crime, the homeless, AIDS and an inability to repair basic facilities such as public housing, roads and bridges, he said. The federal government had made "brutal cutbacks" in financial aid for cities, and cities responded by undercutting one another by giving tax breaks to industry to lure them into their areas, Villa said. "When all those people get laid off at McDonnell Douglas, is it government's job to stick its nose in that? I'm not so sure it is," Villa said. "My mother needs a senior citizen discount like she needs a lobotomy," he said. 1.

"We've got to stop subsidizing people who are undeserving." Villa said "all these thing are tough to deal with. If you improve government, you make somebody mad. If you don't, then it's tax increases or cuts in service." But on the bright side, Villa said he believed St. Louis would show progress because of construction of the new stadium and convention center, Kiel Center, Lambert Field expansion, the Metro Link light rail system and the new Science Center. The following incidents were $25,000.
