SECTION 19. Initial appointments, investment and local impact fund board. The municipal, county and school board members of the investment and local impact board, created by this act, shall serve initial appointments, as follows: The county official member and one public member shall be appointed I for 4-year terms, one municipal official member shall be appointed a 3-year term, one municipal official member and one public member shall be appointed for 2-year terms and the school board member shall be appointed for a one-year term. SECTION 20. Smelting study.

The legislative council mining committee shall study the environmental and el economic effects of smelting of metallic minerals in this state. The committee shall report its findings and recommendations to the 1979 legislature. SECTION 21. 1977 mining taxes. For computing the net proceeds tax on persons extracting metalliferous minerals in this state in 1977, only the net proceeds for the years after 1976 shall be included in the computation of the het proceeds tax under the act.

The net proceeds tax shall be paid on all net proceeds for the 1977 calendar year. No tax shall be paid for 1977 under section 70.91 of the statutes, as repealed by the act. SECTION 22. Program responsibilities. In the list of program responsibilities specified for the department of administration in section 15.101 (intro.) of the statutes, delete reference to section and insert reference to sections "70.39 (4)" and "70.395".

SECTION 23. Cross reference changes. Following there marriage they lived in Columbus. She was employed by the Columbus Hospital for more than 15 years. She was a member of the Zion Lutheran Church. Survivors include; two sons, David Beaver Dam, Dennis, Madison; a daughter, Mrs. Robert (Karen) Smith, Columbus; six grandchildren; a sister, Mrs.

Charles (Anna) Thomas, of Columbus; three brothers, Wilbur Selie, of Columbus, Ivan, Columbus and Raymond of Madison. Funeral services will be held on Thursday, July 7, at 2 p.m. at the ZION LUTHERAN CHURCH, Columbus. The Reverend C. F.

Henkel, age 78, passed away on Monday, July 4, 1977 at Lancaster Memorial Hospital. He had been General Manager, Secretary and Treasurer of Lancaster Canning Company for 33 years, and Director of the Union State Bank of Lancaster for 30 years. He was also a member of the Lancaster Congregational Church, Madison Zor Shrine and Consistory, Lancaster Masonic Lodge, Prairie du Chien Eastern Star, The Lancaster Odd Fellows Lodge and the Lancaster American Legion. Survivors include his wife, Dorothy; a daughter, Mrs. Richard (Shirley) Minks of Elgin, Illinois; and a granddaughter.

Services will be held at 3 p.m. on Wednesday, July 6 at the HARRIS AND WEPKING FUNERAL HOME, Lancaster. Burial will be in Hillside Cemetery, Lancaster, where graveside rites will be accorded by the Lancaster American Legion. Friends may call after 3:30 p.m. on Tuesday at the funeral home.

PORTAGE-Hazel B. Joyce, age 77, of the late Edmund J. Joyce, residing at 631 W. Carroll passed away early Tuesday morning at the Divine Savior Hospital following a brief illness. Mrs.

Joyce was a member of St. Mary's Catholic Church, St. Mary's Altar and School Societies, Columbian Ladies, Grandmother's Club, Senior Citizens Group No. 61, and the VFW Auxiliary. Survivors are four sons, Russell, Donald, Norbert and Michael all of Portage; three daughters, Mrs.

Miller, Herbert H. MADISON-Herbert Miller, age 84, of 4033 Steines died on Monday, July 4, 1977 at a local nursing home. He was born on May 18, 1893 in Pine River WI. Survivors include; his ex-wife, Anna; a daughter, Mrs. David (Elnora) Germann, 4033 Steines a son Warren H.

Friends may call from 6-9 p.m., on Thursday, July 7 at the funeral home. Reilly, Anna M. MT. HOREB Anna M. Reilly, age 94 died Monday, July 4, 1977 in Dodgeville, WI.

She was the former Anna Connors, born February 13, 1883 in Pine Bluff, WI. She was married to Thomas Reilly on January 30, 1908 and they farmed for many years in the Township of Vermont until their retirement to Mt. Horeb in 1946. She was a member of the St. Ignatius Catholic Church and its Altar Society.

(UPI) An American soldier who was captured during the Korean war and later decided to live in Communist China for 13 years wants to collect $16,000 in back pay from the military. Clarence Adams, 48, now the owner of a Memphis restaurant, says he deserves to be paid his $130 a month corporal's salary plus interest for the three years he spent in a prison camp along the Manchurian border. Adams has asked the American Civil Liberties Union for help. "It's taken us a long hassle with the Army and the military intelligence just to get his records," Chan Kendrick, Tennessee ACLU executive director, said.

"He got the worst discharge possible and we're trying to get it upgraded." Adams, a member of the all-black 503rd Field 'Artillery, 2nd Division, was captured Dec. 1, 1950. After spending three years in a POW camp, he decided not to return to the United States. He studied and worked in China for 13 years. "This country gave me a dishonorable discharge, but I served my time and more," Adams said.
