Virginia was born on March 13, 1934, in Watertown, the daughter of Carl and Grace (Toppe) Stark. She was a 1953 graduate of Watertown High School. Virginia married the love of her life, Herbert "Herb" Vogel Jr., on July 24, 1954. She was a devoted Lutheran and a member of the Immanuel Ev. Lutheran Church in Farmington.
